Technical Lead – Legacy Systems Modernization

We are looking for a Technical Lead with strong technical judgment and a transformation mindset to lead the modernization of a critical legacy system operating in highly regulated environments. This role combines deep technical expertise with the ability to organize, document, and drive strategic decisions within a complex ecosystem (multi-country, banking/government, high operational sensitivity).

You will be responsible for quickly understanding a mature legacy architecture, defining a clear technological evolution roadmap (including decisions between existing and new technologies), and guiding an experienced team toward better development, security, and documentation practices. This is not a passive role: initiative, real technical leadership, and execution capacity are expected.

You will work closely with architecture, strategic transformation, and executive leadership to align technical decisions with business objectives and regional expansion.

✅ Essential Requirements:

• Solid experience as a Technical Lead or Architect in complex systems

• Proficiency in Oracle Forms and PL/SQL

• Experience working with critical legacy systems in production

• Ability to define and execute technology modernization strategies

• Experience in regulated environments (banking, government, fintech, HR systems, etc.)

• Strong architectural judgment (on-premise vs. cloud, gradual evolution)

• Experience leading technical teams without necessarily holding hierarchical authority

• Focus on documentation, quality, and secure development practices

• Experience with Oracle APEX

• Experience in progressive migrations from legacy systems

• Knowledge of hybrid architectures (on-premise + cloud)

• Experience in expanding systems across multiple countries

• Familiarity with AI governance in corporate environments
